Most notable about Chester A. Arthur is that he was a product of the stalwart political machine from New York City. New York, notorious for rewarding bribes with cushy political appointments, was how Chester A. Arthur came into power. However, after he was made president through James Garfield’s assassination, he appears to have had a change of conscience and was determined to appoint cabinet members based on aptitude and merit rather than who greased his palms the most, or to whom he owed favors. This unnerved Roscoe Conkling to no end (a huge proponent of Stalwart politics), but did not dissuade President Arthur from carrying out the civil service reforms which had been started by President Garfield.
